In order to encourage the public to cooperate with the various policies of epidemic prevention and adhere to relevant regulations, compensation on the financial losses incurred by temporary suspension of personal freedom due to quarantine or isolation, as well as the unpaid wages due to people applying for sick leaves will be provided by the government through the Special Act on COVID-19 Prevention, Relief and Revitalization. Additionally, compensation will also be provided to family members who have taken leaves to care for those under quarantine or isolation and cannot handle their daily routines.

Scope of compensation for epidemic prevention:

  1. Subjects (quarantine/isolation subjects) who have been determined by various health authorities to require household quarantine/isolation or centralized quarantine isolation.However, those who did not adhere to the epidemic prevention measures implemented by the CECC (Central Epidemic Command Center) are not eligible.
  2. Family members (caregivers) who have taken leaves to take care of the quarantine/isolation subjects who are incapable of handling their own daily routines, and as a result cannot work regularly.

Subjects who are “incapable of handling their own daily routines” is defined by the following 7 conditions:

  1. Subjects whose level of disability was evaluated as level 2 to 8 as pertaining to evaluation required under Article 8 of the Long-term Care Services Act. This include subjects that have submitted application for evaluation before being placed under quarantine/isolation, and have completed such evaluation after quarantine/isolation has been imposed.
  2. Subjects who have been diagnosed with dementia by neurological or psychiatric physicians, and holds a valid proof of diagnosis. This includes subjects that have applied for diagnosis before being placed under quarantine/isolation, and have completed diagnosis after quarantine/isolation has been imposed.
  3. Subjects with physical or mental disabilities and are under community care services or personal aid services. Community care services are defined as community day-time facility, community day-time care, institutional day-time care, home care or community residence.
  4. Subject whose hired foreign home caregivers are unable to provide services due to confirmed diagnosis of COVID-19 or other reasons, and thus must rely on the care of subject’s family members.
  5. Children enrolled in elementary schools or children under the age of 12.
  6. Students with physical or mental disabilities and are enrolled in junior-high schools, high schools or up to the first three years of 5-year vocational schools.
  7. Other subjects determined by the central competent health authority.

Methods of compensation:

  1. Quarantine/isolation subjects and their caregivers will be eligible for an allowance of NT$ 1,000 per day.
  2. The actual days of paid allowances will be determined by the date indicated on the quarantine/isolation notice form, while deducting the days of paid wages from the employer. For example, days of paid wages may be statutory holidays, rest days (Saturday and Sunday) as stipulated by the Labor Standards Act or routine holidays, in which employers are required by law to provide wages on the aforementioned days, and thus are not included within the scope of leaves and must be deducted.

Eligibility of application

  1. Subjects under quarantine or isolation as determined by health authorities, or family members who are on leave and cannot work due to having to take care of these subjects who are incapable of handling daily routines.
  2. Subjects that have not violated quarantine or isolation regulations (for example, subjects who are roaming freely even under household quarantine or isolation, or had produced fraudulent information, are ineligible for compensation).
  3. During the quarantine/isolation period, subjects who are not receiving any other forms of wages, salaries or subsidies of similar nature from other regulations,
  4. Caregivers: family members who are on leave and cannot work due to having to take care of quarantine/isolation subjects who are incapable of handling daily routines.

Application period and format:

  1. Quarantine/isolation subjects: application accepted from March 23, 2020.
  2. Caregivers: application accepted from March 31, 2020.
  3. Applicants may submit their applications via online, mail or personal visit to counter. The Ministry of Health and Welfare will soon announce the application website, counter and other required application documents.
  4. If not exercised, the application of epidemic compensation will become expired in 2 years from the day of the end of quarantine/isolation.

  • Applicant: Family members that take care of those under quarantine or isolation who cannot take care of themselves.
    1. Family member who cannot work due to providing care: Please submit document proofs and supplementary information as required by Article 5 of the regulation. Eligible for online application, mail or over-counter application.
    2. Family member on leave: Please submit document proofs and supplementary information as required by Article 5 of the regulation. Eligible for online application, mail or over-counter application.
    3. Family member “not” on leave: Not eligible.
  • Applicant: Person under household quarantine or isolation, or under centralized quarantine or isolation(Those not are in violation of quarantine or isolation regulation).
    1. Person not receiving wages: Please submit document proofs and supplementary information as required by Article 5 of the regulation. Eligible for online application, mail or over-counter application.
    2. Person receiving holiday and rest day pay: Please submit document proofs and supplementary information as required by Article 5 of the regulation. Eligible for online application, mail or over-counter application.
    3. Person receiving 14-day allowance: Not eligible.

Family member: 2nd degree blood relative in-law or head/member of the house as defined in Article 1123 of the Civil Code.

Those defined as under quarantine/isolation and cannot take care of themselves shall fulfill any one of the following conditions:

  1. Person who is evaluated as levels 2 to 8 under the evaluation of level of disability as stipulated in Article 8 of the Long-Term Care Services Act.
  2. Person who is diagnosed with dementia by neurological or psychiatric physicians
  3. Person under community care services or person with physical/mental disabilities and under personal care services.
  4. Subject whose hired foreign household caregiver cannot provide services due to having been diagnosed with COVID-19 or other reasons, and thus require care from subject’s family members.
  5. Elementary school children or children under the age of 12.
  6. Students with physical or mental disabilities and enrolled in junior high school, high school, or up to third year in a 5-year vocational school.
  7. Other persons indicated by central competent health authority.
