Announced the “Guidelines for Large-Scale Public Gatherings in the Wake of the COVID-19 Outbreak,” “Guidelines for Enterprise Planning of Business Continuity in Response to the Coronavirus Disease 2019 (COVID-19),” and “Guidelines for Community management and maintenance”.

1. A guide for mass gatherings: one must consider “Ability to gain information on participants beforehand", "Air ventilation and replacement", "Distance between participants", "Whether participants are in a fixed position", "Event duration", "Hand hygiene and surgical masks". These six indicators are used for risk assessment. If a gathering is deemed high risk, then it should be postponed, canceled, or held in a different manner.
2. Continuing operation guidelines:
(1) The epidemic situation was divided into two parts: "I. Current phase (sporadic community-acquired infection) " and "II. The pandemic progresses to continuous or widespread community transmission ".
(2) Taiwan encouraged businesses to carry out operation assessments according to the five major frameworks: epidemic situation, risk assessment, response measures, emergency organizations and emergency contact network, and the feasibility of the business continuity planning.
3. Guidelines for community management and maintenance:
(1) Residents: washing hands frequently, paying attention to coughing and sneezing etiquette, and staying at home when ill.
(2) Community service staff: implementing healthcare service management and manpower backup plan.
(3) Epidemic prevention measures for public gatherings: an assessment and a contingency mechanism must be conducted before the event; health protection would be strengthened during the event, and reporting any suspected cases immediately.
