Mask rationing plan 1.0 came into effect. Individuals need to present National Health Insurance (NHI) Card at contracted pharmacies to register and purchase face masks.
1. In terms of people's livelihood, the face masks requisitioned by the government were no longer sold through convenience stores starting from February 4, 2020.
2. The National Health Insurance Administration, Ministry of Health and Welfare amended the nationwide computer database system to distribute face masks from the postmen to 6,505 special health-care pharmacies nationwide. Under the sound policy, each pharmacy distributes 200 adult masks and 50 child masks every day. In the desolate countryside regions out of the way, face masks are distributed through the local health offices.
3. Starting from February 6, all general public could purchase face masks through their “National Health Insurance Cards”. Each National Health Insurance Cards is entitled to purchase two face masks at the total price of NT$10 within 7-day period. To prevent potential congestion with heavy crowds, the government elaborately stipulated the guiding rules below:
(1) Nationals with identity certificate numbers ending with an even number are arranged to purchase face masks every Tuesday, Thursday and Saturday.
(2) Those with identity certificate numbers ending with an odd number are arranged to purchase face masks every Monday, Wednesday and Friday.
(3) All people without any restriction are entitled to purchase face masks on Sunday.
(4) Office workers and people with mobility problems are advised to entrust their relatives and friends to buy for them, with one person limited to only one National Health Insurance Card, under exactly same terms of purchase.
(5) Children's masks are exclusively salable to children under 12 years of age, based on their National Health Insurance Card.
4. For elderly people living alone and people with physical and mental disabilities, the Social Affairs Bureaus and Department of Health of local governments team up with each other with thoughtful services by preferentially providing the face masks to those underprivileged elements.
