All levels of government agencies and professional academic associations were tasked to inform and supervise respective medical institutions and members to implement outpatient and emergency patient diversion mechanisms, as well as to restrict the number of escorts (visitor) per patient and other infection control measures.
The nation-wide medical personnel have been urged to further take the actions below:
1. Always wear a mask when entering the hospital. Observe the Respiratory Hygiene/Cough Etiquette and put the hand hygiene into practice. The visible sign should be mounted at the entrance and exit, outpatient services area, and emergency service area of the healthcare institutions to remind the patient to wear a mask when entering them. A mechanism should be established to help the patient and those accompanies them wear a mask. For example, masks should be provided actively or sold.
2. Enhance the patient distribution mechanism. A mechanism should be established to early identify the patient and those accompanying them with fever at the entrance as well as exit and emergency service area of the hospital. For example, the IR body temperature monitoring, fever screening station, or the staff are used to identify the patient with fever or respiratory symptoms.
3. Monitor those accompanying patient and visitors for fever symptoms. If any visitor or those accompanying patient has fever or respiratory symptoms, they are forbidden to enter the ward. In principle, no more than 2 people accompanying patient or visitors are allowed.
4. For outpatient and emergency services, the diagnostic and examination rooms should be planned and the patient visit pattern should be well arranged for the patient distribution area. The Waiting Room should be well-ventilated for the patient who had been to the epidemic area within 14 days before falling ill and had fever and cough to perform evaluation, diagnosis, treatment, collection and inspection. During the collection and inspection, the room door should be closed and the healthcare personnel should wear a High-Efficiency-Particulate-Air Filter (N95 Respirator or above or equivalent), gloves, waterproof isolation clothes, goggles, or face mask. Only the necessary personnel for treatment are allowed in the diagnosis and treatment room.
