For those who did not join the social insurance for military, civil servants, educators, labors or farmers, and their household income decreased resulting in economic hardship; so long as the average per person per family monthly living expenses did not exceed twice the local minimum monthly living expenses, then they could receive NT$ 10,000 in relief. Moreover, the government exempted a deposit up to NT$ 150,000 per person in the household from the calculation to relieve more people.
